New Yorks tidigare borgmästare, och eventuella guvernörskandidat Rudy Giuliani kommenterar i följande intervju med Politico president Obamas sjukvårdsreform och förklarar att det är Obama bristande ledarskap i frågan som gjort att Vita Huset nu tycks förlora debatten.
Han börjar med att förklara att oron för sk "dödspaneler" som ska avgöra vilken vård äldre amerikaner ska ges rätt till, som använts som skrämselpropaganda mot reformen och skrämt många äldre är en oro som utgår från ett faktum som Obama inte tagit med i beräkningen tillräckligt bra; nämligen varifrån pengarna ska komma till reformen i fråga:
“They never really studied the legislation that has been proposed. The reason for the concern about the death panels is the legislation and the claim by the president that he will cover thirty to fifty million people without cost, and any time you say it’s without costs you raise a number of concerns.”
It has to be with cost, because it costs money with every single person that is covered. That cost has to come from somewhere, which means something has to be cut,” förklarade han. “So where are you going to decrease services? There is a great fear that it will be by cutting off care for the elderly.”
Denna rädsla har dock Demokraterna sig själv att skylla för, menar Giuliani och säger vidare:
“If they’re concerned that they’ve created this massive groundswell that is worried about death panels, the only ones they have to blame are themselves. If they would like to end it, they should change the legislation, remove all these end of life panels, remove these czars and come clean with the American people that it is going to cost them a lot of money.”
Obama har genom att lämna över makten till Kongressen att försöka arbeta fram förslaget försökt undvika det misstag som Bill Clinton gjorde, när hans sjukvårdsreform röstades ner av Kongressen i mitten av 1990-talet. Giuliani menar dock att Obamas approach likväl är fel:
“If the White House had proposed the plan, it would basically be the same plan. But would they have looked better doing it? I think so. My definition of leadership is that’s what you should do. Whether it would have worked better this time or not, I don’t know.”
Giuliani säger vidare att om reformen inte innebär en allmän sjukvård tillgänglig för alla, i någon variant - så kommer det, oavsett vad Kongressen än kan komma att rösta igenom - vara en förlust för Obama. Han menar dock att det inte nödvändigtvis behöver innebära någon seger för Republikanerna. För trots motståndet mot Obamas reformförslag så är allmänheten inte för den sakens skull för närvarande speciellt intresserade av Republikanerna.
Giuliani har dock sitt eget förslag på hur en sjukvårdsreform borde se ut, om det nu ska vara en allmän täckande reform, och säger:
“If we want to go the direction of universal health care, then the way we should go is the idea of subsidizing people who can’t afford health insurance the way we subsidize people who can’t afford a college education,” sa han. “Democrats oppose that. So I believe we are in favor of reform even more than Democrats are in favor of reform.”
