Det är ett otroligt bra - och ett mycket oväntat - tal, där president Obama på ett tydligare sätt än någonsin tidigare försvarade USA:s plats i historien och gjorde en kraftfull markering mot den naiva pacifism som ofta menar att krig alltid är fel oavsett dess syfte, och som präglar såväl delar av Obamas eget parti som stora delar av den europeiska vänstern. Obama förklarade att krig inte bara kan vara nödvändiga, utan ibland även vara moraliskt rättfärdiga. Han talade om de kristna teologiska principerna för rättfärdiga krig och tog avstånd från de militanta islamisternas syn på krig.
Obama tog också avstånd från Guantanamobasen och betonade efter 20 minuter att han förbjudit tortyr (vilket utlöste, om jag hörde rätt, talets första applåd från publiken i Oslo). Trots att jag inte delar hans syn på Guantanamo - så var det ett mycket generöst tal: han nämnde inte George W. Bush - men prisade Nixons öppnande till Kina, förklarade att George Herbert Walker Bushs krig mot Saddam Hussein när denne invaderade Kuwait var rätt, och prisade även Ronald Reagans utsträckta hand mot perestrojkan.
Talet innehöll dock väldigt många likheter med väldigt många av tidigare president George W. Bushs olika tal - inte minst dennes avskedstal, där likheten i ord i princip ekar. President Obama sa:
"For make no mistake: evil does exist in the world. A non-violent movement could not have halted Hitler's armies. Negotiations cannot convince al Qaeda's leaders to lay down their arms. To say that force is sometimes necessary is not a call to cynicism - it is a recognition of history; the imperfections of man and the limits of reason.
I raise this point because in many countries there is a deep ambivalence about military action today, no matter the cause. At times, this is joined by a reflexive suspicion of America, the world's sole military superpower.
Yet the world must remember that it was not simply international institutions - not just treaties and declarations - that brought stability to a post-World War II world. Whatever mistakes we have made, the plain fact is this: the United States of America has helped underwrite global security for more than six decades with the blood of our citizens and the strength of our arms. The service and sacrifice of our men and women in uniform has promoted peace and prosperity from Germany to Korea, and enabled democracy to take hold in places like the Balkans. We have borne this burden not because we seek to impose our will. We have done so out of enlightened self-interest - because we seek a better future for our children and grandchildren, and we believe that their lives will be better if other peoples' children and grandchildren can live in freedom and prosperity."
I sitt avskedstal den 16 januari i år sa president Bush följande:
"I have often spoken to you about good and evil, and this has made some uncomfortable. But good and evil are present in this world and between the two, there can be no compromise. Murdering the innocent to advance an ideology is wrong every time, everywhere.
Freeing people from oppression and despair is eternally right. This nation must continue to speak out for justice and truth. We must always be willing to act in their defense and to advance the cause of peace."
När president Bush talade inför Knesset i Israel 2008, sa han om terroristerna ord som också ekar i president Obamas ord ovan om Al Qaida. Bush sa:
"Some seem to believe that we should negotiate with the terrorists and radicals, as if some ingenious argument will persuade them they have been wrong all along. We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American senator declared: "Lord, if I could only have talked to Hitler, all this might have been avoided." We have an obligation to call this what it is — the false comfort of appeasement, which has been repeatedly discredited by history."
Jo, jag minns hur detta stycke tolkades 2008 av såväl Demokrater som Republikaner - men Obama kan med dagens tal knappast längre kalla vare sig, sig själv eller av andra kallas för någon "appeaser". Jämför orden av Bush med Obamas tidigare citerade ord ovan:

President Obama förtjänade måhända inte nobelpriset, men för dagens moraliskt tydliga tal - i klassisk patriotisk exceptionalistisk amerikansk anda - inför en europeisk audiens, som förmodligen förväntat sig ett annat slags tal, så förtjänar han att saluteras - och att stödjas, även av oss som kanske inte håller med honom i allt.
Det är tal som det ovan som påminner mig om att jag gillar amerikanska presidenter bättre än de flesta moderna europeiska politiker - det helt oavsett om dessa presidenter heter Franklin Delano Roosevelt, Ronald Reagan, George W. Bush eller Barack Hussein Obama. Det var inte på eget initiativ Obama tilldelades nobelpriset, men på eget initiativ har han idag hanterat situationen på det allra bästa tänkbara sätt.
