I samband med Obamas stimulanspaket, höjdes många skeptiska röster mot klausulen "Buy American", som innebar att företag som deltog i stimulansprojektet skulle köpa amerikanska råvaror, som te x stål - även om det skulle gå att köpa samma produkter billigare från utländsk marknad. Detta kritiserades starkt av Republikaner, européer och frihandelsvänner överlag, eftersom det fanns en rädsla för att det skulle utlösa ett globalt handelskrig där protektionism skulle få gå före det globala allmänintressets bästa. Republikanerna varnade för att det hela skulle kunna starta ett globalt handelskrig:
"I don't think we ought to use a measure that is supposed to be timely, temporary and targeted to set off trade wars," sa Republikanernas minoritetsledare i senaten, Mitch McConnell. "The entire world is experiencing a downturn in the economy. I think it's a very bad idea."
Det var en varning som verkar ha varit mycket befogad. Kina har nu infört en egen klausul i sitt stimulanspaket på 586 miljarder amerikanska dollar: stimulansprojekt måste köpa kinesiska produkter, såvida dessa inte är helt omöjliga att förvärva utan att köpa från utländsk marknad - men för att göra det behövs i så fall ett specialtillstånd från regeringen. I ett meddelande från den kinesiska regeringen daterat den 1 juni sägs följande om saken:
"Government investment projects should buy domestically made products unless products or services cannot be obtained in reasonable commercial conditions in China.
Projects that really need to buy imports should be approved by the relevant government departments before purchasing activity starts."
Detta tycks vara en förändring i Kinas policy. I februari lovade Beijing att behandla utländska och inhemska varor på lika villkor när det gällde inköp till stimulansprojekten. Men Kina kritiserade hårt Washingtons "Buy American"-klausul, som gick ut på att USA skulle köpa amerikanskt järn och stål. Kina tycks nu ha insett att det bästa är att göra precis som USA gjort - köpa kinesiskt.
Kina har undertecknat WTO:s krav på att behandla utländska och inhemska varor lika - men däremot har de inte undertecknat avtalet som gör att det också ska gälla regeringen ageranden, vilket begränsar utländska regeringars möjligheter att kunna invända om Kina beslutar sig för att skapa sin egen "Buy China"-klausul.
Protektionismen tycks krypa fram. Det är skrämmande - eftersom historien bevisat (inte minst genom exemplet Kina) att det bästa botemedlet mot fattigdom, misär och allt som därmed följer - är kapitalism och frihandel. I samband med finanskrisen i höstas varnade president Bush - som var en stark frihandelsvän - för just detta. I november 2008 sa han så här:
"In the wake of the financial crisis, voices from the left and right are equating the free enterprise system with greed and exploitation and failure. It's true this crisis included failures -- by lenders and borrowers and by financial firms and by governments and independent regulators. But the crisis was not a failure of the free market system. And the answer is not to try to reinvent that system. It is to fix the problems we face, make the reforms we need, and move forward with the free market principles that have delivered prosperity and hope to people all across the globe.
Like any other system designed by man, capitalism is not perfect. It can be subject to excesses and abuse. But it is by far the most efficient and just way of structuring an economy...
...The record is unmistakable: If you seek economic growth, if you seek opportunity, if you seek social justice and human dignity, the free market system is the way to go. And it would be a terrible mistake to allow a few months of crisis to undermine 60 years of success."
Och i sitt farvältal, sitt livs sista tal som sittande president från Vita Huset, så sa Bush den 16 januari följande ord:
"In the face of threats from abroad, it can be tempting to seek comfort by turning inward. But we must reject isolationism and its companion, protectionism.
Retreating behind our borders would only invite danger. In the 21st century, security and prosperity at home depend on the expansion of liberty abroad. If America does not lead the cause of freedom, that cause will not be led."
