"I have spoken of a thousand points of light, of all the community organizations that are spread like stars throughout the Nation, doing good. We will work hand in hand, encouraging, sometimes leading, sometimes being led, rewarding. We will work on this in the White House, in the Cabinet agencies. I will go to the people and the programs that are the brighter points of light, and I will ask every member of my government to become involved. The old ideas are new again because they are not old, they are timeless: duty, sacrifice, commitment, and a patriotism that finds its expression in taking part and pitching in."
Ett tal som sedan resulterade i grundandet av Points of Light Institute som syftar till att engagera människor till att hjälpa sina medmänniskor. Obama - vars besök i Texas var hans första besök i delstaten sedan han blev president - prisade Bushs initiativ (som efterföljande presidenter byggt vidare på) och sa:
"He didn't call for one blinding light shining from Washington. He didn't just call for a few bright lights from the biggest nonprofits. He called for a vast galaxy of people and institutions working together to solve problems in their own backyards. 20 years later, think for a minute about the impact that he's had."
Bush själv talade lika gott om Obama och sa att första gången han träffade Obama var 2005 när Obama i egenskap av Senator besökte Houston efter orkanen Katrina. Bush sa att han då noterade om Obama: "I could quickly see that he was someone who genuinely cared about helping others,"
Regeringen har i årtionden satsat resurser på, och skapat organisationer för att hjälpa sina medborgare, men Bushs Points of Light-initiativ var det första där volontärarbetare på allvar uppmärksammades från Vita Huset.
"It was really George Bush who figured out how to put government in support of everyday citizens serving their communities. That's been a big piece of America since it was founded, but it hadn't received government recognition and government support until Points of Light began," sa David Eisner, som tidigare lett organisationen.
President Obama har också byggt vidare på samma sak, och skapade i somras en United We Serve-kampanj, i syfte att förespråka volontärarbete.
George Herbert Walker Bush som denna gång firade 20-årsjubileet tillsammans med president Obama, firade också i januari samma sak, då i Vita Huset tillsammans med sin son - dåvarande president George W. Bush.
