Mark Penn om Obamas politik

Så här ett år in i Obamas presidentperiod kan man fråga sig hur saker och ting skulle ha sett ut om John McCain hade vunnit istället?

Min egen gissning är att ekonomin vid den här tidpunkten hade varit bättre och att Afghanistankriget hade var mer fokuserat med McCain i Vita Huset. Men hur hade det blivit om Hillary Clinton suttit i Vita Huset?

Hillary Clintons fd kampanjstrateg Mark Penn skriver på Politico följande artikel om Obamas presidentskap så här långt, och skriver hur han tycker Obama borde göra - saker det ter sig mycket troligt att Hillary Clinton skulle ha gjort om hon hade blivit president.

Mark Penn var länge Hillary Clintons kampanjstrateg i presidentkampanjen 2008. I artikeln skriver han ett inlägg om Obamas hittills otydliga politik, och menar att Obama måste sätta ned foten i några av sina huvudfrågor:

Under valkampanjen 2008 positionerade sig Obama som en post-ideolog, som kunde sträcka sig över alla gränser: i fråga om medborgarrättigheter och Irakkriget lutade han åt vänstern, ifråga om Afghanistan lutade han mot mitten, och även ifråga om skatt där han lovade att 95% av amerikanerna inte skulle drabbas av någon skattehöjning. Hans politik har dock sedan dess blivit otydlig - och inte minst för mittenväljarna. Mark Penn skriver:

"Is the administration for or against waging the Afghanistan war on an all-out basis, including taking down the Taliban? Are jobs or regulating Wall Street its top priority? Should the insurance drug companies be reined in or an accommodation reached?"


Samtidigt som Obamas politik framstår som något otydlig så ökar problemen i landet:

Each key administration policy has hit a logjam. Afghanistan, the generals said, requires even more troops. The economy hit the 10 percent tripwire of unemployment and continues to rise. And the fate of health care reform is uncertain.


Samtidigt ökar medborgarnas oro för problemen, vilket också visat sig under årens val:

At the same time, the national mood is souring. While the administration has been saying the economy is on the uptick, the only measure most families care about — unemployment — is reaching new highs. To most families, a jobless recovery is no recovery at all.

This rising anxiety came out in the off-year elections with the Virginia and New Jersey gubernatorial losses and is reflected further in polls suggesting Republican congressional candidates have an advantage in the 2010 midterms.

The increased anxiety is also evident in the declining right track-wrong track numbers, with a decisive majority now seeing the country headed in the wrong direction and the highest percentage of voters in modern history now reporting they are independents, unaffiliated with any party.


Hur bör då Obama bäst göra för att lugna medborgarna, och få nationen på rätt köl igen?


Mark Penn menar att Obama borde bli tydligare i somliga av sina frågor, och skriver:

"The answer to all of this is straightforward: take some simple and strong positions on these complex issues."


Han bör fatta ett tydligt beslut gällande Afghanistan. Antingen står han fast vid att Afghanistankriget är "det rätta kriget" - eller om han inte längre tycker så, så måste han förklara varför han ändrat sig. Däremot bör han inte låta vare sig sina motståndare eller sympatisörer stå i ovisshet.

"The worst thing the administration can do here is split the baby, leaving everyone wondering just which of these two clear positions is the policy of the United States", skriver Penn.


Samma sak borde han göra gällande sjukvårdsreformen: om han vill att alla amerikaner ska täckas av en allmän reform, så borde han tydligt förespråka det - eller, om han hellre anser att det inte går pg a den växande statsskulden, så bör han tydligt sätta ner foten där.

Penn avslutar sedan sin artikel med två stycken. Det första som i alla fall kanske indikerar hur saker och ting kunnat sett ut med Hillary Clinton som president, och det andra en avslutande förmaning till personen som 2008 besegrade Hillary, och nu i hennes ställe styr i Vita Huset:

"As a longtime centrist Democrat, I would like to see the president make creating jobs his top domestic priority, I would encourage an incremental approach on health care that did not cost so much upfront and I believe staying strong in Afghanistan — the country that harbored those who directly attacked New York and Washington — is pivotal to being regarded seriously by our foes.

But as a point of strategy, the president has to get off the fence — either energizing the left or strengthening the center. And he might satisfy the left on defense and the center on health care or vice versa. The pitfalls he needs to avoid are halfway decisions all around. That path threatens to undermine support and will build bewilderment, not consensus. He has to find his voice in these areas and deliver it loud and clear. That will lift the country out of this growing anxiety and win back its overwhelming confidence."
