Obamas Kinabesök föga imponerande

President Obamas Kinabesök är nu över, och han har fortsatt till Sydkorea för att där avsluta sin Asienturné för den här gången. Många beskriver dock besökte i Kina som misslyckat - och att Obama framstod som svag i förhållande till ett Kina som fått alltmer mod att säga emot USA.

USA Today har här en artikel där författaren skriver att de konservativa kritiker som kritiserade att Obama bugade inför den japanske kejsaren borde ha sparat sin kritik till Kinabesöket istället. Att buga, och därmed visa lite kulturell känslighet inför en av USA:s närmaste allierade är knappast fel - mycket mer passande vore istället att kritisera hans agerande i Kina:

"Had the critics been a bit more patient, they'd have found a more legitimate target in the way Obama handled his subsequent visit to China, during which he went out of his way to show that he's not his tough-talking predecessor, George W. Bush, but a kinder and gentler leader who listens to other nations instead of dictating to them.

Creating a climate of collaboration is a worthy goal, but Obama was deferential to the point of looking weak."


Författaren beskriver sedan hur en presskonferens med Obama och Kinas president Hu Jintao inte tillät frågor efteråt - något som alltid tillåts på amerikanska presskonferenser. Obamas town-hall-möte censurerades också inne i Kina, och tidigare i år så vägrade Obama att träffa Dalai Lama för att inte reta upp Kina. Lyckades då Obamas respekt för den kinesiska jätten ge honom några diplomatiska poäng? Nej, argumenterar författaren och skriver:

"On three of the crucial issues Obama pressed Chinese leaders for movement — supporting tougher sanctions to curb Iran's nuclear ambitions, devaluing China's overvalued currency and making progress on human rights — the president got "no's" in varying degrees of bluntness."


Det enda Obama lyckades med var att få ett vagt löfte om miljösamarbete - ett område där, åtminstone ur ett europeiskt perspektiv, vare sig Kina eller USA - inte är särskilt långt komna.

Obama åkte till Kina för att bli omtyckt - något som kan ge resultat i längden, men avslutar författaren:

"...a truism of international relations is that it's better to be respected than liked. Judged by that harsh yardstick, Obama's first trip to China was more successful for its tourism than for its diplomacy."


President George W. Bush valde att sträcka ut en vänskaplig hand mot Kina - utan att för den sakens skull kompromissa i frågor där USA:s ståndpunkt var tydlig - gällande te x mänskliga rättigheter. Bush blev respekterad - och när president Hu Jintao besökte USA i april 2006 och en skrikande Falun Gong-anhängare plötsligt avbröt den kinesiske presidenten i dennes tal (något han uppenbarligen inte var van vid), så var det svårt att inte få intrycket av att Bush var personen som förde befälet när han lugnande viskade till Jintao att fortsätta tala, med orden "You´re okay." Bush blev respekterad - och för detta blev han av många - även dem som inte höll med honom - också omtyckt (läs te x Putins gratulationshälsning på Bushs födelsedag). Obama vill bli omtyckt - men i länder där respekt anses vara en ädlare egenskap, är frågan om han i längden ens kommer att bli det.

CNN:s David Gergen ger ungefär samma bild av Kinabesöket och skriver:

"Obama went into those sessions... with great hope that his charm and appeal to reason – qualities so admired in the United States – would work well with Hu. By numerous accounts, that is not at all what happened: reports from correspondents on the scene are replete with statements that Hu stiffed the President, that he rejected arguments about Chinese human rights and currency behavior while scolding the U.S. for its trade policies, and that he stage-managed the visit so that Obama – unlike Clinton and Bush before him – was unable to reach a large Chinese audience through television."


Och han avslutar artikeln med orden:

"For the United States, this trip should also send a clear message that the balance of power is changing in the world.

Even though China is still a relatively weak country compared to the U.S., it is rising rapidly, and people around the globe are wondering if China represents the future – and the U.S. the past. We need to wake up, too, recognizing that we have to pull ourselves together to solve the challenges before us – living beyond our means for too long, building up too much debt, allowing China to become our biggest creditor, refusing to overcome our polarization, allowing our political discourse to degenerate so that it is hard to find sensible answers, and on and on.

Unless we do pull together as a great people, we will find that our whole country – not just our President – will be in for a very rough ride. Downhill."
