Bush intervjuas av Dallas Morning News

President George W. Bush intervjuas här av William McKenzie från Dallas Morning News, som här beskriver hur Bush tog emot honom utanför sitt kontor i Dallas och att mötet var både avslappnat och informellt. Den jordnära Bush folk i Texas minns som guvernör kom fram igen, förklarar författaren.

I intervjun talar Bush om en mängd saker. Men han inleder med att förklara att han i Vita Huset lärde sig mycket från tidigare presidenter - i synnerhet Abraham Lincoln som han läste mycket om. Av denne lärde han sig vikten att försvara vissa principer. Lincoln hade stått upp för principen från Frihetsdeklarationen om att alla människor var lika inför Gud. Lincoln hade dessutom en vision - att hålla nationen intakt. Bush säger i intervjun:

He could easily have said prior to his re-election in 1864, "Wait a minute, why don't we just cut a deal and maybe my vision isn't correct, and why don't we compromise and have two separate nations?" Lincoln taught presidents about being a commander-in-chief. So I learned a lot from Abraham Lincoln.


Lite senare kommer de in på Bushs inrikespolitiska program och bl a de saker han inte lyckades med - pensionsreform och immigrationsreform. Bush förklarar gällande behovet av immigrationsreform att det finns många faror och ideologiska fallgropar som USA måste vara på vakt emot:

Isolationism, protectionism and sometimes nativism all run hand in hand in the American political scene. It certainly happened in the 1920s. And the fundamental question that our nation faces is will those "isms" become dominant in the beginnings of the 21st century?

One thing I intend to do at the Bush center at SMU is to articulate policy that will fight off isolationism and protectionism. It's hard for me to tell as I sit here with you now. It's still a very politically sensitive issue.


Och han förklarar vidare att immigrationsfrågan är sådan fråga som måste lösas - och den federala regeringen måste agera brett - om det inte görs så kommer de enskilda delstaterna vid gränsen att agera utifrån folks frustration.

Bush förklarar vidare ingående valet av Dick Cheney som vice-president, ett val som var helt rätt - och Cheney var en utmärkt vice-president även om de inte alltid höll med varandra:

He was my friend in the beginning. He was my friend at the end. To this day, I would tell you that he was the right guy.


Bush förklarar också sin syn på waterboarding, något han fortfarande anser var både rätt och nödvändigt. Men det hela måste sättas i sin rätta kontext, vilket Bush i intervjun gör, när William McKenzie ställer frågan:

Let's deal with some foreign policy questions. You told the CIA that "damn right" it was OK to waterboard Khalid Sheikh Mohammed. In your book, you cite how the procedure elicited valuable information from him and another ringleader, Abu Zubaydah. But can you understand ...


Varpå Bush svarar:

Let's put it in context when I said, "damn right."

This is after a thorough, legal review. Let me walk you back.

Step 1: We thought these guys had the information. These guys are chief operating officers of those who killed our citizens.

Step 2: They were trained to resist the interrogation techniques being used by the FBI. In other words, we're getting no information out of them.

Step 3: The CIA said they felt they could get information.

Step 4: Were the techniques they were recommending legal?

So there's a whole legal review before I said, "damn right." And that's very important for the reader to understand.

I then said "damn right" when I found out that the techniques were legal because our CIA experts felt like they would talk, and they did. We learned a lot of information to save lives.

I put in there that I fully understood, and still understand, why such a decision would be controversial.


Bush kommenterar också situationerna i Afghanistan och Irak. I Afghanistan förklarar han att det tar tid för en demokrati att utvecklas. Landet har dock fått en demokratisk konstitution och vad USA står inför är frågan om de har viljan att hjälpa den unga demokratin att överleva:

The fundamental question facing the country is whether or not we have the will, and whether or not future presidents have the vision, to help this democracy succeed. I hope we do. But no question, it's going to take a while.


Han prisar dock Obama för att ha beslutat att fortsätta kampen mot talibanerna. Han förklarar dock att han inte vet hur lång tid saker kommer att ta - men historien är full av bevis på vad amerikansk uthållighet har inneburit för frihetens spridning - inte minst i Sydkorea och Japan. I Sydkorea höll han nyligen ett tal på ett stadium inför en publik full av troende - det hade en amerikansk president inte gjort 1954. Som president blev han god vän med Japans premiärminister Junichiri Koizumi. Såväl Bushs som Koizumis fäder stod på motsatta sidor under andra världskriget. Koizumis far arbetade för den japanska regeringen och Bushs far krigade för den amerikanska. Historien hade dock resulterat att sönerna till dessa män nu arbetade tillsammans för fred och frihet:

...yet the sons worked together to enhance mutual security and spread freedom as the alternative to the killers.

I don't think anybody would have predicted that, so I have faith that freedom wins out. I also am realistic enough to know that the security of the country in the long term depends upon the spread of freedom. And that freedom won't take root without the help of the greatest nation ever.


Slutligen kommenterar han också Bush-institutet, och förklarar att han om 20 år önskar att institutet ska ha bidragit till att förbättra världen på en mängd områden:

Less people dying in a developing world as a result of a comprehensive strategy that we're now developing, that we hope to convince the public and private sector to implement. Better principals through our education initiative. Civil society being built in the Middle East and being nurtured and built by women. Better understanding of how markets work and an appreciation of how to stimulate private sector job growth as the way to deal with moments of economic calamity, as well as moments of economic calm.

There's going to be a lot of programs that emerge from the moment of our conversation here to 20 years from now. But those will be the four areas of concentration.
