Kaliforniens räddningspaket går inte igenom - Arnold sparkar 10 000 anställda

Igår ägde omröstning rum gällande guvernör Schwarzeneggers räddningspaket på ca 40-miljarder dollar. För att få räddningspaketet att gå igenom behövdes 3 Republikanska röster i Representanthuset och 3 Republikanska röster i Senaten. Efter en helg av intensiva förhandlingar hade man trott och hoppats att detta uppnåtts. Men när omröstningen ägde rum blev man en Republikansk röst kort i Senaten.

Det tvingar nu guvernör Schwarzenegger att sparka 10 000 delstatsanställda. 275- (delstats)regeringsprojekt på en kostnad av 3,8 miljarder - kommer också att läggas på is. Det innebär att reparation och förbättring av 18 broar i delstaten för att skydda dem från att rasa när det är jordbävningar skjuts upp. Projekten som idag läggs på is fick fortgå när delstaten i november också gjorde stopp olika projekt - dessa fick då fortgå pg a att de behövdes för den allmänna säkerheten, för att det skulle kosta att bryta med kontrakten och för att det skulle kosta ännu mer att sen återuppta projekten igen. Med nej:et i Kongressen finns dock inte längre några pengar. Fler projekt där finansieringen stryps är te x arbetet med att minska arsenik Central Valley byn Live Oak.

Förhandlingarna kommer förmodligen att fortsätta idag. Vad som dock gjort processen så svår är att Kalifornien - till skillnad från de flesta andra delstater - behöver 2/3 majoritet i Kongressen för att införa budget- och skattehöjningar. Redan börjar dock kritiska röster höjas mot guvernör Scwharzenegger även från dem som tidigare sött honom. Chris Ayres skriver för Times Online följande om budgetsituationen:

"...nothing justifies the fact that Mr Schwarzenegger - who once railed against “economic girlie men” - has allowed California's budget to grow by 40 per cent to a morbidly obese $144 billion since 2004, setting the stage for a calamity of asteroid-hitting-the-Pacific proportions the moment tax revenues began to fall.

So what now?

The governor wants to raise taxes - exactly the same thing that his predecessor tried to do before being terminated by a certain Hollywood action star - while his fellow Republicans are objecting, without suggesting anything cleverer. Until a solution is found, California is done, dead, kaput. It is, as John Cleese might have put it, an ex-state. In the meantime, I suggest we put Mr Schwarzenegger on an aircraft, fly him back to Austria and ask politely for a refund."


Vad Schwarzenegger och Kalifornien dock kan hoppas på är att nationens Superstjärna ska kunna hjälpa där delstatens Filmstjärna inte kan. President Obama förklarade under stimulansförhandlingarna att den delstat som skulle komma att producera flest av de 3-4 miljoner jobb stimulanspaketet förväntas skapa eller rädda - är Kalifornien. McClatchy skriver i en artikel från den 11 februari:

"President Barack Obama says the best way to judge his economic stimulus plan in the next two years will be whether it creates or saves from 3 million to 4 million jobs.

And if the White House predictions are correct, no state will produce more jobs than California, which has been losing jobs faster than any other state.

More than 10 percent of the jobs -- 421,000 -- are forecast to come from the Golden State, which has a 9.3 percent unemployment rate, the fourth highest in the nation and California's highest in 15 years. The state's loss of 78,200 in December was the most of all 50 states, according to the U.S. Labor Department.

As Congress put the finishing touches on its $789 billion stimulus this week, Obama has been busily selling it by touting its impact on individual states...

...The White House is not forecasting how much money individual states would receive under the stimulus, but the administration predicts that 90 percent of all the new jobs would be created in the private sector, in industries ranging from energy to health care.

The White House estimates that 12.4 million workers in California would benefit from a tax cut of up to $1,000.

An estimated 522,000 California families would be eligible for a new $2,500 partially refundable tax credit aimed at making college tuition more affordable, the White House said.

And 2.4 million workers in the state would get an extra $100 per month in unemployment insurance, according to the administration's estimates.

Finally, the White House said, at least 1,208 schools in the state would be modernized with new labs, classrooms and libraries.

California Republican Gov. Arnold Schwarzenegger is backing the stimulus, along with both of the state's Democratic senators, Dianne Feinstein and Barbara Boxer."
